On July 1, the Japanese Senate decided to change the rotation system of the Japanese army stationed in Northeast China to a permanent stationing system. It issued a secret order for the 2nd Division to concentrate its troops by regiment, while the independent garrison units also concentrated their forces accordingly to be ready for combat at any time. The Japanese army's 19th and 20th Divisions stationed in Korea also made plans to gather at the Sino-Korean border, preparing to cross the Tumen River and the Yalu River from two directions to support the Kwantung Army, and dispatched advance units to carry out bridge construction and surveying as part of their military preparations.

In April 1931, the Japanese Army's 2nd Division was transferred from Sendai to Liaoyang in Northeast China for a change of garrison. The members of this division were predominantly from northern Japan, making them well-suited for combat in the cold regions of Northeast China

Before the outbreak of the September 18 Incident, the regular Japanese army in Northeast China had reached over 15,000 personnel (the 2nd Division was a reduced unit, with each infantry regiment lacking one infantry battalion, and each battalion lacking one infantry company, totaling approximately 10,400 personnel; there were 6 independent garrison battalions, each with 4 infantry companies, and each company consisting of 160 personnel, totaling about 4,000 personnel; in addition, there were the Lüshun fortress troops and heavy artillery battalions, among others). Furthermore, there were auxiliary forces such as local soldiers and police, amounting to over 10,000 personnel. The total military strength was approximately 27,000 personnel. The Japanese army was centered in Shenyang and deployed along the South Manchuria Railway to facilitate the mobility of forces. The specific troop deployment was as follows:
