After the change of banners in Northeast China, the Northeast Army was organized into 25 infantry brigades, 6 cavalry brigades, and 10 artillery regiments. In September 1930, Zhang Xueliang supported Chiang Kai-shek in the Central Plains War, deploying 9 elite brigades totaling 100,000 men to form two armies, with Xuezhong and Wang Shuchang leading them into the pass. The 12 infantry brigades, 3 cavalry brigades, and provincial defense brigades remaining in Northeast China were equipped less adequately than the troops inside the pass. Due to the Northeast military and political authorities' longstanding anti-Soviet stance, especially after the 1929 Middle East Railway incident, the deployment of forces was primarily aimed at countering the Soviet Union. On the eve of the September 18 Incident, there were 165,000 regular troops and 40,000 irregular troops in Northeast China, totaling approximately 200,000 personnel.
